Sean is based in Pennsylvania, and is a recognized Federal Acquisition Regulation (FAR) expert with 20+ years of FAR-based systems lifecycle management and contracting experience. As a retired Army officer, Sean led and managed Department of Defense organizations of over 6,000 plus people operating worldwide, 24/7. He specialized in strategic, business and technical solutions for Army, Joint Service, and Defense Agency major weapon systems, business transformation processes, and performance-based logistics. Sean developed processes and solutions for government interface with small, mid-tier, and large business to integrate FAR and regulatory milestones and standards. He was selected at the Under Secretary of Defense level to lead a combined Defense-State Department acquisition and contracting task force for multi-billion dollar logistics support contracts. Sean was recognized as the single most effective leader for implementing Procurement Integrity Act based processes in the US and Overseas.
Since leaving active duty in the Army, Sean has provided business development, acquisition streamlining, proposal development, contracting and program management consulting services, and Special Red Team solutions to businesses large and small successfully expanding their market share across DOD and the Federal agencies. He maintains an active secret clearance. Sean has a Masters of Science degree in Government Acquisition and Industrial Contract Management from the Naval Postgraduate School in Monterey, CA and is certified as both a DoD (DAWIA) Level III Program and Contracts Manager. He is also a current Certified Professional Contracts Manager (CPCM).
